my father in law has a bar-sports bar that is 42x 25.we are changing the sound setup.
First of all that's huge. You will need drivers with high power handling and sensitivty. No they don't need to be "crappy DJ speakers", but small speakers just won't cut.
.After a lot of arguing with me he doesnt want to spend more than 1000$ for some speakers and a new av receiver....he can keep the jukebox and the bose speakers and he says that 2 loudspeakers would be enough to replace the 4 speakers.....he rents some ufc, have some hockey and football on and has like 10 partys a year.
This frugal-ness is why I hate going to sports bars to watch the game. it's actually worse than watching it at home!
The parties are the real killer, because the average SPLs get turned way up.
Do you guys have any advice for the speakers(maybe 2 loud and 2 bookshelf to put elsewhere
It's tough. You want good sound quality, and you want loud, and you don't want to spend much. I think you've gotta convince him that one of those has to go. Trading away loud simply isn't an option - it's huge and it's a bar with occasional parties. So it's between sound quality (settle for DJ speakers, but find the best you can) or cost (probably want 2.5X that budget).
and could a 100w receiver could do the job...
Absolutely NOT. Receivers are made to last a few hours at moderate levels (IE 1 to 5W) with 100w bursts. On all day, with high SPLs at long distances, you need to be looking at professional gear with heavy heatsinking. Things designed for longetivity / commercial establishments.
he wants it loud with good sound but for a 1000$ I am not sure it is enough

I agree with you. $2400 might be enough, but 1000 is seriously pushing it. On a side note, how high are the ceilings?
