one is a DVD player that can play any region AND can convert PAL / SECAM to NTSC.

the second is a decent 4 head VCR with component video output (i know VHS tapes are not recorded in component video, but i figure it might be possible to 'simulate' this).

Dunno about the all-region DVD player but as far as I know, you won't find any VHS players with component video. The picture they produce doesn't warrant it. A composite video is all it needs to bring out it's best. If you are really hot to trot on this, feed it through a receiver that can upconvert it.

The best you might find is a S-VHS machine with an S-video output but these are getting harder and harder to find.

my reciever is weird and apparently only upconverts S video to component video, and not composite to component. do S-VHS players play regular VHS tapes and output them in S-VIDEO?

MY JVC DVHS does output through Component. It works with VHS, SVHS and DVHS tapes. It also has optical out. Pretty cool.
