kenwood vr-2080

I have this vr-2080 kenwood reciever unit and I am trying to use the zone B output, but I am not getting the full amp output that I should be getting. I have to turn the volume to -40 dbs before any sound can really be heard. I have read through all the steps in my instruction booklet. Any suggestions?

join the club i got the same problem with my new pioneer receiver.
when i turn on a dvd player i have to turn my volume up to 50 or 40.
but my rca kicks but i only turn it up to 20 and its loud.
