i have decided to move my surround speaker to a different location due to our new lounge arrangements. unfortunately the cables arent long enough so i just wanted to ask whether its OK to join 2 cables instead of running a whole new set.

if you are talking about speaker wire, yes it's ok to join two speaker wires together. just make sure they're on tight and that the positive and negative splices are staggered so there's no possibility of them touching each other.

I assume this is NOT in wall right?

Appropriately sized wire nuts, or crimp connecting butt splices, or the best of all, soldered connections and shrink tube. Don't just twist and tape, its a good point for failure if anybody ever catches a wire.
