invest on avr or speaker?

Im trying to put up my own HT but the budget is not that alot. so im thinking which do i invest a better avr or the surround speaker?

What do you own now?
What exactly is your budget?
Where is the system going? (dorm, family room, bedroom?)

In most applications, a speaker upgrade will provide the most dramatic change. However, I agree with Buckeyefan, more information is definately needed to get the best answers to your questions.
