Rated to 40Hz to me means they will be good with a x-over of around 80hz possibly 60Hz, so the sub really needs to fill in that bottom octave.
The PB-10 in my room (19x20 high vaulted ceiling) did surprisingly well, however it didn't quite have the authority to give me the kind of output I was looking for and SVS's recommendation was to simply add a second one. If your room is smaller, the PB-10 should do very well, but definitely I'd opt for the PB-12 since funds aren't an issue. You should also consider the SB-12 Plus, which would be a step up from these two, though it is sealed and won't give you quite the same rumble down low.
