Now with the new higher resolution audio from Dolby Digital and DTS, I believe they are called “Dolby True HD, Dolby Digital Plus and DTS HD”. Does anybody know if someone will make a stand alone processor with a 7 channel out that would work with some of the most recent and older receivers that have a external 7 channel in , that DO NOT have the HDMI 1.3 and cannot decode the new high resolution audio.

Just like they don't really make DD/DTS decoders, I am going to have to say an external one is unlikely. The other option is, since you have 7ch in, is a player with built in decoding.

Yes, use the decoding capability of the hi def DVD player/s and pass it along in the analog domain through those 7 channels that you already have an input.
