6 months is clearly not enough time to develop an entirely new car. I think some of the rule makers were looking at it as just a new engine, but with the prevalence of electronics, batteries and now a turbo charger, little is the same as last year.
I wish drivers safety was more important than advertisers etc (yes I know F1 history) but if you watched the way EVERY car was sliding through each turn, as a result of the engagement of regenerative braking/transition between electric motors, there is no way to safely pass in turns with the current chassis'.
While I love the drive towards including hybrid technology and the incredible performance that can be obtained by combining combustion and electric motors, F1 is supposed to be the bleeding edge of innovation. Someone made a critical error in thinking aerodynamics can be over come by technology.
Hopefully at this point with Australia already threatening to sue and sponsors up in arms the only realistic choice will be to increase the engine RPM's, and with the increase in power, more aero is mandatory. Those are engineering problems that can be overcome in-season, and with any luck will make the rest of the season more enjoyable.
That said, those things sound like ****ing lawn mowers and I horrified to see how few spectators were wearing ear protection. F1 HURTS to hear during the race, if these new cars are that quiet, I totally agree with the Australian law suit!
