Distortion when screen is black?

I just noticed that when my screen has large sections of black, there is a distortion, almost like pixilation, anyone know what this is called and what adjustment controls it?

All the time or for a particular source like streaming Netflix or something?

I discontinued D* myself, but would imagine with their service quite possible as well. How is it without a source turned on?

Flashlighting. I didn't look at that link yet, but I think I know what it looks like... unfortunately. My TV is definitely the weakest link in my HT gear. It's the one thing I skimped on (no HDR, undersized) because I listen to a lot of music and audio was my first priority.

I need to find a good 65" or bigger TV then my life would be complete...
