I have installed two of these outlets on a dedicated 20 amp breaker, is this a dedicated 20 amp outlet, it says 125 volt 20 amp UL listed?

Yes, that's an outlet with the special configuration for devices that require a 20 amp breaker. I've got one just like it.

But just because there is a 20A receptacle does not always mean it is on a 20A breaker. Check the breaker that it is on.

He said the outlets were on a dedicated 20 amp breaker.

I ran the 12/3 wire myself, and installed new 20 amp breakers in box, I have two 20 amp dedicated circiuts in my HT, so yes there are 20 amp breakers.

A dedicated 20 Amp circuit consists of:

a] a 20 Amp circuit breaker
b] All in-wall wires rated at 20 Amps or more (12AWG)
c] All in-wall wires only going to the specified 'dedicated' outlets
d] Receptacle's may be 15 Amp (2 or more) and/or 20 amp

The only real difference between a 15 Amp receptacle and a 20 Amp receptacle, is that you can insert a 20 Amp plug into the 20 Amp unit. All the internal parts of both receptacle's are rated at 20 Amps
