Can someone explain this? Blue Circle filter

I came across blue circle products named started snooping around their website looking at power conditioners. I was interested in looking at the power conditioners after a recommendation I got from a fellow forum member from another home Theater site. The product is called a SILLYCONE FILTER.

Two models: 6x and 12x

You simply plug this filter into the power strip with your gear and it cleans the signal for you. That's it. Nothing plugs into it.
