Your putting the cart before the horse,to do this properly they would need to do a multi million dollar study of the situation before commiting to a consevation plan.

My town spent $75,000 on a study on how to bring customers to the down town shopping area,the study concluded that a "family day" complete with a free ice cream social was ideal.

After all was said & done the family day's net take was less than $50,000.
