The company I work for have quite niche financial software made by a Dutch company. It's in English, but it follows very few of common GUI concepts, ie: ability to find something by poking around is nearly non-existing - as a user, you're expected to know exactly what to look for. One such example many windows may have BOTH "Properties" and "Settings" right next to each other but have completely different functions underneath each. Then I asked about this TBH weird choice, the simple answer was - "The software is not designed for you [ as in not for IT]". Lovely.
