2.1 System without a receiver (just the TV) – is that possible?

The Marantz slimline 1606, pretty cheap and it's got stereo pre-out + 2 sub outputs. :)
There is still the Emotiva PT-100 previously mentioned: https://emotiva.com/products/pres-and-pros/pt-100. If you want to go with active speakers, this could be a good choice.

Hehe, you're not from the Bay Area, right? That might be my snooty "city" side but Sacramento feels barely less local than New York to me. ;) joking aside, I'm not sure those would fit the cabinet I'm thinking of using (hence the slim line) plus I think that I'm going to want more inputs if I end up with a receiver.
That having been said, you are right, I should check craigslist!

Darn I did check San Fran(been there), but didn't notice it was searching Sacramento, which I've been to as well. Yoinks :)
