Looks like the Jamo went out of stock. How does the Infinity PS312 compare? Also, what would the ideal receiver be for the P163's?

The word got out on the Jamo sub650, they are still available but they are $800 almost everywhere. I don't know much about the Infinity 312 except it's around $400. You should take a look at this:

Almost any receiver could drive the 163's, it's just a matter of what features you're looking for and amount of speakers you plan on using, and your space. Maybe that has already been established, I don't know but I would look here.
