I'm trying to set up surround sound is it best to run long speaker cable to the surrounds or have a amplifier near the surrounds using short speaker cable and long rca's to the amp coming from preamp ''Lexicon CP2'' ?

I would run the long speaker cable. It is much less expensive than the RCA cable.....it should make no difference in performance either way.

Get some speaker cable from monoprice or a place like it and you'll be fine and it will pretty cheap, much cheaper than the other option you mentioned.

14awg minimum for that length, 12awg to be safe.

Safe from what ?
Safe from more voltage drop across the wire length:D
As a good practice, you want the total resistance of the wire in both direction to be less than 5% of the speaker impedance and best to assume 4 Ohms as even 8 Ohm speakers can dip into the 4 Ohm range. 14 ga is just below that with .18 Ohms.
