I will be doing a surround set up and having cm9's as my fronts. I have auditioned a lot of speakers and am really liking this one.

I would like to play may vinyls so a phono hook up would be really nice. I have done a search and found Onkyo 709 and 809, Yamaha 1010 and 2000, Marantz 6006 and Denon 3312cl all have phono inputs.

I will be using it for music and home theater. Is there a receiver or brand that you would recommend that would compliment it well and get the most out of my speakers?

For your CM9s your are in the right direction. Rotel really pairs up great with B&W but tend to be a bit pricey & not have as good a feature set as others. But the sound on them is great.

I have B&W 683s & LOVE what Yamaha does to them. So my recommendation would be any of the Yamaha Aventage line (at least 1000-3010)

However, Pioneer Elite, Marantz, Integra are very good as well. Onkyo's reputation lately has gone down so their high end Integras may not be as good an option.

For $1500 you'll get pretty much the same sound just with different features.

Get a 3ch amp like the Emotiva XPA-3 and spend less on the receiver. Find a $700-900 receiver that meets your needs for phono. It will definitely have sufficient power to driver the surround speakers when added later.
