Am I right to say nothing beat this one at this moment, not even Onkyo, for C$599.99? Of course I mean if 7.1 pre-out is a pre-requisite.

Thats a great price for a new receiver. I bought my RX-V1800 as the new 1900 were being shipped in for $850. and I thought I did well.
