Well, that pretty much wraps it up right there. I never buy something unless it has a reputation attached to it. I'm assuming if I know nothing about this product, that you did not either before purchasing it. If someone told you that you could buy a brand new car for $3000 and you decided to purchase it based on that it was A. New B. A car then I would have to conclude you made a poor decision.
I'm sorry to say, but I think you've got a bum receiver. Try using different cables and see if that fixes the problem, but I wouldn't hold my breath. If you purchased it recently you may be able to return it. Paypal fights for the buyer, if you have reasonable cause the system will pull for you, sometimes even when the seller claims to not accept returns.

YOU GET WHAT YOU PAY FOR I'm assuming it was cheap as hell, I'm sorry if it wasn't. The wheels should have turned if it was unbelievably cheap and the "no purchase" ticket should have came out slot 1.

RESEARCH RESEARCH RESEARCH Browse forums, check local retailers or other large nationwide retailers. Talk to friends, or those you know have some level of knowledge about the product you are wanting to purchase. Try to figure out what features you want in a receiver and maybe you can get most of those features or all of them in your budget. If you've never heard of it, check to see if someone else has. If you can't find anyone that has anything to say about it, or nothing good to say about it, stay away from it.

COMPARATIVELY SHOP Go back to those stores and internet dealers and check prices on a few make and models you're interested in purchasing. It's fine to purchase the item on ebay, so long as the product and the seller has a good reputation.
There are inexpensive receivers out there that you can buy. They may not be laden with features, but they will work, and should be reliable. Sherwood is a budget receiver company with a good reputation. In fact, they make receivers for other companies such as Pioneer and Denon.
