Actually, Calderon is doing something about his country's financial woes.
Why can't the President of Mexico do something about his own country's problems, instead of just saying "The Mexican people are nomadic, and have been for a long time. I can't stop that.".
The problem is just that you aren't gonna like the answer.
He exports his workers to other countries to bleed the host countries, much like leeches drain their hosts. And, the more the leeches take from the host, the weaker it becomes until it dies.

Now, understand, this is money that could be pumped back into the economy of the "host" country in which it was earned to help local businesses. By not doing so weakens the host country.
Add that to the loss from paying medical bills, many not paying taxes (do you really think that contractors that hire day labor outside Lowes/Home Depot/gathering areas in some towns take taxes out?) and you see the financial hit to the host country is a bit more than one would initially think.
As Rickster said, with am exchange rate of 13:1, I too would be tempted to sneak into another country, work for wages locals can't afford to live on, live in tight quarters with others like me, send home every penny I could, and go home after a few years with a nice nest-egg that would provide for me for the rest of my life.

Now,please understand, I have no problems with those that come here to start a new life for them and their families by becoming part of the American fabric by giving back to the country that gave them this opportunity. They contribute to our economy. But, to those that would bleed us and then leave us, well, let's just say I feel differently.
