The Velodyne Impact Mini was available for $200 from several authorized retailers at one point, so if you look into one of those... I'd haggle with the dealer and try to get the price down.
Another Velo option is the VMS-8, which a Velo rep at AVS confirmed is the same (earlier version) as the MiniVee. There is a good price on it from Hi Def Lifestyle through Amazon...although it's a bit above your budget.
I am now using a VMS-8 for my PC audio setup, and I'm very pleased with it. Again, maybe not the performance I could've gotten by going DIY, especially in overall output... but it's a tight sounding, small sealed sub that works perfect for my application. As to the SQ, it handles double bass very well, which was a requirement for my musical preferences.
