Sounds ridiculous and dangerous. Hurricanes are a mechanism for transferring energy from the equator to the polar regions. Jacking with that system could have very bad consequences.

It's very easy to defeat these types of things. The internet is not centralized and can't ever truly be shut down. But there was a time the internet didn't exists so it's not like we can't survive.
