I am looking at a Pioneer VSA-D8ex AV receiver which is a 100v Japanese model, would the power supply in this receiver be able to handle the 120 volts in the USA, or should i put it on a step down converter?

100V, 50 Hz used on 120 V, 60 Hz are generally fine because the transformer load current will be almost the same and an AVR designed for 100 V should be good for 120 V as well. That's based on electrical principles and normal practice, but for an official response, you should ask the manufacturer.

Also note that receivers for the Japanese market have a different FM band, 78-90 MHz vs. the 88-108 MHz in the USA/Canada....

Just my $0.02... ;)
