A friend's son wants a "gaming monitor". As the guy she knows who knows a little about AV, she came to me for advice.
I don't know anything about gaming (and am weak on the video side of AV).
This is for Christmas and the budget is $200.

1) Any suggestions/great deals?
2) I have a monitor and a smaller HDMI TV laying around which I would give her, but I am wondering if these would show major deficiencies?
3) Is a gaming monitor really different from a standard monitor (at a $200 price point)? If so, what makes it a gaming monitor? I am kind of thinking that a gaming monitor is like a gaming computer, as in the difference doesn't really start to happen unless you are willing to spend more for specialized performance. Right or wrong?

Gaming platform is x-box, fwiw.

Why a Gaming Monitor if he's on X-Box? I thought PC used Monitors. Maybe I'm wrong

For gaming, color accuracy and view angles take a step back for the monitor speed. 120Hz native refresh is highly desired. G-Sync/Freesync or compatible also highly desired.
https://www.rtings.com/monitor/reviews/viewsonic/xg2402 - Looks good at this budget.
For a bit more, https://www.amazon.com/gp/product/B07KXHTRT5?tag=rtings-mn-p-20&ie=UTF8 is solid upgrade in both size, color accuracy, and performance. I'd say unless the budget is very strict, I'd go for Asus
I'm old and like looking at very nice images on a calibrated monitor, even when young, when I think about it. I love great image quality, to be honest, and that is not inexpensive.

Too often the so called gaming monitors have awful crappy image quality for me to enjoy them, whatever Hz or low input lag they claim.

A final note: In my experience monitors usually outlast PC by years.

You'll need a powerful graphics card to take advantage of the resolution of that monitor, so a 1440p monitor at 27" will not be so demanding on PC or graphics card. Put more money into the monitor...

Edit: It's a 1440p monitor, I did not read the link properly. My monitor at home is 1440p and 27", and at that resolution and size I don't have to use DPI scaling as it's pixel density a little above Microsoft standard but very readable. As a software developer this is also a very useful 16:9 aspect ratio, otherwise I prefer 16:10 for 24" monitors. The 1080p monitors are for me only usable to watch movies.

Not 4k, but 1440p. I have dual Samsung C27HG70. Despite high Rting's ratings, the monitor has some q/c issues and I'd won't recommend it.
Whoops. I know most 4K have decent low latency. Which is good for gaming. Picked that from TV reviews. Not a gamer and I know you dabble more.

There is a German site https://www.prad.de/ that has review of monitors along with various measurements, even some gaming relevant measurements that they score. Note that gaming is only a minor criteria for them.

The site is more about professional monitors that you can game with, in a pinch. Have a look at their flicker measurements, though.

Really need to keep the budget close to $200 on this one. What gets spent on one kid has to be spent on all kids!

How does this one look?

A monitor at the size of 27" with 1080p resolution will not look good (grainy), especially for kids that have good eyesight, unless at a distance (you said x-box). For close up, like desktop, better with 24" at 1080p with superior image quality.

Dell has various decent UltraSharp at good prices that "you" can try out to see if it works out. I played many, many hours on an UltraSharp 24" 16:10 monitor. They are of the IPS type, but have far better image.

So this one?

I am a little concerned about the refresh rate as all it specifies is: 1920X1080 @ 60Hz

The gaming monitors recommended by Rtings all have rates like 144Hz but do not specify the resolution so I am not sure how to interpret/compare!

I forgot to mention anti-glare, if any, on the monitors.

The Dell UltraSharp are intended for office so they have an good anti-glare that can in some cases/models seem dirty, but if your are in a room with lots of lights, that can be a good thing. Some monitors goes for very high contrast and those can be mirror like and works best in light controlled rooms.

The best, if possible, is to try out the monitor (distance is important, lightening, etc) There are so much variability among monitors that buying from a store with a good return policy is recommended. It's a bit like speakers, in that regard. Non-gaming monitors are also useful when not gaming, just saying, while gaming monitors (in my little experience, I don't like them) mostly use TN type panel that sucks.

I forgot to say to check output resolution of the x-box that it is capable to render at desired resolution at desired frame rate. Choosing a higher resolution monitor might not be the best choice, though monitors stays around for a very long time.
