In your budget range, I would strongly recommend the Monoprice Monolith 7 power amplifier. It is solidly built by Amplifier Technologies (ATI) and rather heavy at 93 lbs:

In my opinion, there is nothing on the market which can compete with it in that price bracket. To get a better performing 7 channel amp with very dubious audible improvement, you would need to pay easily over $6,000 for renown brand products.

What do you intend to drive the 7 channel power amp with? The Monolith has a voltage gain of 28 dB, so you need adequate preamplifier voltage outputs to obtain full power output to the ML speakers.

That Rotel has voltage gain of only 26.5 dB. You definitely need a good preamp output to enable it to get to its rated power.
