6x9 box speaker with or without "stuffing"?

i have bought two Boss mr690 (6x9" marine speakers) and i'm going to buy two speaker boxes to go with them. However, one of them has a cotton like filling, the other dont. Which is best? (for use in boat)

I would use pillow poly fill from a hobby store like Hobby Lobby or Walmart, it doesn't have to be packed but some in there will help keep resonances down, bass should be tighter.
