What program material do you see this? Movies, weekly series programs or just news or morning shows?
May also want to contact your local channel that it comes through and ask them about the audio transmission and their local program material. Their engineering department may be of help.
Usually on reruns of stuff. Yesterday it was American dad on tnt, Criminal minds on a channel I can't recall, and then the dark Knight on syfy. I was just flipping through channels and noticed it. News broadcasts are most likely matrixed but that makes sense. Watching something like the walking dead on amc, it's true 5.1, and most original air dates such as family guy on Fox is 5.1. I can easily tell the difference.
On another note, I never noticed how crappy regular dolby digital is. Artifacts are obvious compared to DD+ and lossless formats.
Generally I don't even watch cable except for maybe news, guess these are just more reasons to "cut the cord" and go straight streaming.
