Should my av receiver and external amp be pluged into a surge protector or directly into the wall? Will a surge protector or power conditioner limit amplifier power? Thanks

the best answer to your question is to ask the original equipment manufacturer for his opinion.
I have seen many posts stating that manufacturers, like Emotiva, would rather have no devices between the amplifier and the source of the current.

I have surge protection and UPS systems installed and have for years. I have never had a device damaged because of a power problem. That's been my answer to my local power conditions. I do not know what your local power conditions are or what your local challenges may be. I wouldn't put a device in "just because", but only to solve a problem or address a specific concern.

A good power strip shouldn't be an issue; have seen some reports of power conditioners having caused issues in limiting current, tho. I use smart power strips so that when I power my avr on it powers on my amps (no 12v triggers on the amps). Not been an issue in years.
