Cons: Where do I begin? W got the USA involved in two foreign wars. One was perhaps justified, the other certainly not. Both reestablished the already known principal that armies are good at blowing up things and killing people, but not good at creating lasting peace. We are still struggling with the consequences of that.
W presided over the worst economic depression since the Great Depression of the 1930s. We are still recovering from that.
W presided over the effective dismantling of the Federal Emergency Management Agency (FEMA). It had functioned fairly well after several major hurricanes during the 1990s, but after putting a political hack in charge who was under orders to cut the budget and encourage experienced employees to leave, FEMA gained infamy after the Hurricane Katrina disaster in New Orleans.
Pros: Perhaps W ensured that it will be a very long time before another Texan becomes president.
