I have a pioneer elite 52tx and a set of tz-700 speakers. The tz-c700 (center) is having alot of buzzing when the reciever is off. The center is powered, and when i turn the power off, the buzzing stops, but not completely.

There is a less audible buzz from my fronts, which are also powered.

What can i do to fix this?

Just a thought, but years ago, I had a buzzing problem with a powered sub. The buzz was coming from the el-cheapo RCA type patch cords routed too close to AC power cords for my other components. The audio cables were picking up the 60 Hz hum from the power cords. I would strongly suggest this is what is causing the buzzing noise.

The cure is to upgrade you interconnects to decent quality ones (no need to spend hundreds or anyhting, just something decent), and route the audio cables as far away from the power cables as possible.
