Does anyone know how to set up this reciever to matrix 7.1? I can't find anything in the manual to say how. any help would be great.

What type input are you looking to matrix?
The Dolby PLIIx settings will matrix any digital 2.0 to 5.1 input to up up to 7.1, including HDMI.
Analog input may be another story.

I was told you had to go into somewhere into the setup an change a setting. but I don't remember how or what. ive got it on PLIIx straight. then after a bit it says PCM. should the unit say multi PCM? just trying to play all 5.1 reg. dvd's an blu-ray dvd's in 7.1

The receiver says PCM because the signal is coming in already decoded by the player.
Go into the player's menu and set it to bitsteam.
