Volume woes with new digital OTA setup

I have an old TV with rabbit ears setup in my garage. I spend lots of time out there, building custom cabinets, fixing small engines, smoking cigars, etc. It's nice to have a cheap TV running in the background.

Recently I bought a Zenith DTT900 converter box for digital over air. It works pretty well overall. Clear picture, a bunch of new sub-channels. The only annoyance is the volume.

Certain channels and even certain programs are pretty quiet and need to have the volume turned way up (on both the box and the TV) to hear them. Then, suddenly, commercials come on loud enough to wake the dead!

The box connects to the TV with either RCAs or coax. I wondered if there's a cheap inline thing that I can use for a maximum decibel cutoff. Am I correct in thinking that an attenuator just lowers the overall volume? That's not what I need. Also, my TV doesn't have any audio controls to handle this.

Any ideas?
