upconverting preamp

Hey everyone, I have a friend that was going to get the HK AVR745 when it comes out, but he changed his mind and wants to get a Pre/Pro system, but still wants the video upconverting, does anyone know of a Preamp that also upconverts all video to 720P/1080i?

Video features

To clarify a couple of the video features on new receivers and pre-pros.

Upconversion / format conversion:
Take a 480i or 480p input from composite, s-video, or component and output 480p over component video or HDMI.

Upscaling:
Take a 480i or 480p video input and upscale to 720p or 1080i for output over component video or HDMI.

There are lost of receivers including my $300 Yamaha HTR-5860 that will do video upconversion. I am only aware of a few receivers like the Yamaha RX-V2600 and Denon 2807 that have the upscalling feature. This feature is only a benefit if the scaller in the receiver is better then that of your HDTV.

Sorry, my mistake. Does anyone know of a preamp that upscales such as the Yammy rxv2600 and HK AVR745?

Receiver as pre-amp

Why not use a Yamaha RX-V2600? It is like buying a pre-amp with all the lates features, a huge power supply, and a built in zone 2 amp. Read the AH review for specs on the new Yamaha's pre-amp stage.

It didnt receive much praise for video quality, unless an HD source was passing through it. Maybe I can convince my friend to get a good video scaler, separate from a preamp. Any suggestions on decent ones for cheap.
