TV digital audio out -- why?

My experience with a new Sony TV (and from what I've read) shows me that DD audio input to the TV via HDMI is NOT maintained by the TV and passed through its optical output. It's plain vanilla PCM. That being the case, why do TVs even have so-called digital outputs? Or do some brands work as advertised?

The digital audio output on a tv is used to send digital audio to the receiver when viewing over the air tv so you can take advantage of 5.1 audio from HD broadcasts.

That is not allowed under the HDMI rules.
