Static When Adjusting Volume?

I have an old pair of hitachi speakers and a reciever that I use with my PC and whenever I turn the volume knob I get static through the speakers.

I read that this is caused by the volume control being dirty.

How would I go about cleaning it or fixing the problem if its something else?

It will be the control. You can open the unit up and spray tuner cleaner in the cursor, if the control is an open design. Otherwise, you will have to replace the control. Often the carbon cursor is broken and this also requires replacement.
