Speaker placement question,

When speaker manufacturers say keep speakers 20 in, from side wall is that cabinet or center of tweeter/woofer cone distance?

As a "rule of thumb", I always try to leave at least 2' from a side wall and depending on whether the speaker is ported in front or back you'll want to go by your own ears or just go by manufacturer's recommendations for distance from the back. Both of which I've found to be important in my own personal tastes in bass response and high frequency placements. It helps to get the best out of the designer's intentions, if any in some cases.
You can get general ideas from many people, but it all depends on whether they are floor or bookshelf.

I have jbl hdi-3800, 20 inch recommendation from side wall, I was curious to know if I can measure from cone center to wall for the 20 inch, or from the cabinet to wall, sir

14" from the side wall should be sufficient, which would give you about 20" from the center of the drivers generally.

A lot depends on the width of the room. I think far too many people have the right and left speakers far too close together.

In the days of AV and center speakers, you want to try and keep at least 8' from the center of mains to center of center speaker, to avoid speaker interference and comb filtering.
