Front speakers should be positioned so that the tweeters are as close to ear level as possible.

Bringing the tweeters to ear level where you are seated can be done in two ways, using adjustable stands, or tilting the speakers so the tweeters fire at your ear level at an angle.

For small speakers, I like to put them near the floor and tilt them up so that the tweeter is aimed at ear level at the listening position. Being near the floor seems to improve bass response. It can also achieve a rough time alignment for the drivers which some think is helpful. For an example albeit a very expensive one see the speaker stands in the Mapleshade catalog (www.mapleshaderecords.com). If you are handy with wood you could probably build something similar for far less.
