Should the speakers/headphones be silent when the amp is on (no music)?

If you’re talking about the presence of background noise with no audio signal, it should not be audible at your usual volume setting from the listening position.

At what volume level?
Any that I would use. So playing at the highest volume I would play at (I am not into ear injury), when the music stops, I would expect to hear nothing.

That might be volume knob half way.

Yeah that sounds like too much noise. I can't hear anything from the speakers with my ear up against them even at reference volume on my avrs with nothing playing (nor is that an issue with my 2ch setups)
