I doubt she'd have any problem doing a car commercial there (I mean, it's not like they picked a rough neighborhood, plus they'd have security), it's just plain cheaper to do it that way for the production companies. The cost of getting her out there, her booking time, especially when it doesn't really add much to the shot (i.e. you wouldn't be able to tell anyways) frankly I don't blame them (or her).
Most of the commercials are done this way. Filmed in Cali and then the rolls are done on location elsewhere if needed. Like CSI Miami is all filmed in Hollywood, with just the arials and B-roll done in Miami.
That said, Lil Wayne tried to do a music video down from where I work in Opa Locka and after shots were fired (since he wasn't from Opa Locka originally and didn't belong to any of the gangs I guess) they had to stop filming. The gangs do allow Rick Ross, Trick Daddy, Flo-Rida and others from the neighborhood to film though.
