So when you go to a bar they have some type of Hardware/Software where they display specials on the screen. I assume they have a PC on a network with some type of box on the rear of the TV. The box would take a signal from the network and feed the TV with what you want displayed. The same box would also have a cable feed, resizing the cable image to size around it. Anyone know of any links to check this out or what to search on? Iv looked for a few day but have not found anything. In a nutshell I want it to look like ESPN news. Some stuff on the side and a scroll on the bottom.

My guess is they use a video mixer.

There's a whole segment of commercial video called 'digital signage'. Whether it's digital or analog, it's done with a box that combines the original video with whatever the user wants to show, whether it's coming events, drink/dinner specials, airline scheduling, news or anything else. There are many ways to do it- if you want to do it at home, you probably can but the good ones aren't cheap. They range from about $600 and go up from there.
