I'm trying to figure out what would be the Best option. I've got a local guy selling a sb1000 for 300 bucks or I could get a new pl200ii for around the same price I know I'll probably wind up needing two of whatever I get because The theater is 22x16. So with that in mind I would have 600 invested in dual pl200ii or 750-800 invested in dual sb1000

I think (1) PB1000 will cover that space just fine. I'd run and get it for 300 bucks.

I know it's a hard call because it's a killer deal on the svs but I don't know if it would properly fill the room in a theater setting in sure it would kill for 2 channel listening. What do you guys think?

Well, just one relatively small sealed sub in 2800 cuft (assuming sealed room and 8ft ceiling) probably wouldn't do it, duals are a better goal. What's the complete room situation, was I right on ceiling and being sealed from other rooms? Is this mostly for movies? I'd be looking for more potent ported than the BIC (altho have not experienced the BIC think I have a fair idea). I probably wouldn't consider the SB1000 at all, but that's me.

No diy interest, eh?

Not against diy just never really looked into it. Would I have to run a separate amp and a passive sub setup or is there a kit to make a powered subwoofer also how would lfe work with them. If I toss the sb1000 idea out. how would a mk3 do vs pb1000

I use racked pro style amps with my diy subs rather than plate amps, just a better location/environment for the amp and to an extent choice/value plus keeps the box build simpler and more solid. Running a pair of subs (passive boxes if you will) off a single amp is a fairly economical way to go. Probably the hardest part, the finishing quality/WAF, is something you'll need to see if you or your partner can live with :) Easy to find and follow established designs for many drivers, and you can do your own woodworking or buy a cnc-cut flatpack (check out parts-express.com and diysoundgroup.com) and just glue it together, but still need a few tools/supplies to wire and mount terminal and driver to box of course.

Think possibly saving a little more for the Monoprice Monolith 10 or HSU VTF1 would be a better value than the SVS PB1000. I would otherwise save even a little longer than that for the Rythmik LV12R or HSU VTF2. The sub is the most important part of any system in my experience. Good luck! :)
