If it shuts off as soon as you turn it on it is likely an internal shortage. An external shortage, such as speaker wire, would require that some output is made (speakers playing music at a certain volume for a time). It is more than likely not worth your time to try and repair it but you could try disconnecting all wires (interconnects and speaker cables) and try powering it on. If it still shuts down it is either a voltage problem or an internal problem with the receiver.

That receiver has a fan, and if the fan never turned on the receiver might have gotten to hot while playing music or watching a movie for too long and the output device may have become damaged. If you or someone you know has decent soldering skills you may be able to replace the output device. It will be large and attached to the heatsink (aluminum object with fins on it), there will be two of these largish grey or black output devices with some lettering and numbers on them. If you can, copy those numbers down and I will look them up for you to find the prices.:)

That is the most common problem with this type of receiver, but necessarily the only thing that could be wrong with it, so keep that in mind when you decide to spend your money on these repairs, such an repair could cost as little as $20-30 if you or someone you know can solder, but it could be more. You probably owe it to yourself to invest in a new receiver with more features and power, as the Technics/Panasonic is pretty outdated.
