If you are not using any keystone correction at all then this is likely a lens issue and, since I haven't seen the projecotor in person, I can't really say if it is typical of this projector or not.
Since I haven't heard of this issue with any of the major reviews I've ready personally, it may be worth asking the question on a few other sites as well to see what sort of responses you may get from owners of this machine and then it may be worth taking back to Optoma as a service issue.
If you ARE using keystone correction, then you have other issues which are causing a softer focus. The first is tilting the projector at all puts the optics out of the normal plane they were designed to operate within. Then, you have a reduction in the pixels you are using and are not projecting as a proper rectangle, but as a trapezoid. Both of these items will affect image quality the more you get into the region that is being keystoned.
