I have a chance to purchase a JBL DCR600II receiver for $60. The seller does not have the remote which costs $50. Will I be able to use all of the features without the remote?

It depends because it varies with manufacturer, but most seem to be able to manage the majority of functions without the remote. Rather than get the original remote, you might consider getting a 3rd party remote like a URC or Harmony as they will most likley already have the codes for this device as well as all your others.
