Questions on scaler function on AVR

On the AVR that can upscale/upconvert lower res (480i, etc) to 720p or 1080i, does that mean it will improve my cable/sat signal (non-HD res) to better picture quality? If not, then do I need an AVR with the upscaling capability if my input sources are cable/sat and DVD with both being able to upconvert/upscale to at least 720p res?

I would think that if your TV/projector is capable of the better scanning modes, then you would get a better apparent picture as you cannot create new information when there is none, only an approximations from algorithms.
