Question about some signal noise

I recently bought an Xbox 360; however, whenever I plug my 360's power
brick into my power outlet, I am greeted with a 60 hertz hum coming from
my surround sound and horizontal bars floating up the TV screen.

It only does it when it is plugged into that power circuit (I have taken it to
other people's houses and even ran an extension cord from downstairs to
power it and the noise was eliminated). We have had problems with that
circuit before, but thought they were fixed (all the ups's said there was a line
fault on those outlets, so we had an electrician come out and he fixed that
problem). Note that it only has signal noise when I plug the 360 in.

Currently my set up is as follows:

1) APC 500 watt ES back-UPS plugged into wall outlet
2) TV, Onkyo AV Reciever, Xbox, Xbox 360, VCR, and Amplified TV Antenna
plugged into the UPS.
3) Antenna is hooked up to the VCR, VCR is hooked up to Reciever along with
xbox, and 360. Reciever is sending all video to the TV. I have no cable or
satellite TV signals.

Does anyone know what is causing this and how to fix the problem?

This is a ground loop problem developed somehow. Can you plug that 360 in another outlet nearby? Or the whole power bar into another outlet?
Or, perhaps you may want to invest in this:

Plug this in the TV cable loop and see if your problem is eliminated.
