In Wall Speaker Wire will be CL2 or CL3 rated; which is code for inwall use. They will be less likely to allow fire to spread secondary to being in your walls and attic. If you use non CL rated wire in the walls and attic and your house catches on fire, your insurance company can blame you for the spread of fire and refuse claims.

Yes, that is fine. The other way around (non-CL2/3 rated wire in the wall) is not acceptable for the reasons already mentioned by PardigmDawg.

Dude, nobody is picking on you! I think everyone is a bit exasperated that it appears you haven't put in the least bit of effort to find the answers to your questions. The Audioholics website is a treasure trove of info on the topics you keep asking about. Plus, the forum has a search function. Most, if not all of your questions have been asked and answered numerous times.

People here are quite happy to help out. You just need to show that you've put in some effort of your own!

So its better to get inwall wire even if your speakers are not in wall

If you have free-standing speakers in one room, while your amplifier/receiver is in another room, you still need in-wall rated wire to get from one room to the other. If you are using in-wall speakers, you will need in-wall wire by default.
