Question about a certain Monster speaker cable???

I am trying to rig up my new system and I have some old Monster speaker cable laying around. They have a clear plastic "jacket/coating" around the wiring once you cut the rubber off the wire. Do you leave that thin layer of clear on the speaker wire when you connect them to the speakers or receiver? I ordered alot of stuff from bluejeans but it has not come in yet, just wanted to test everything out. I'm a real newbie at this stuff so you will have to forgive me...

Well that's what I thought, the only reason I asked is because some young kid at CC said to leave it on when I was in there the other day. BTW CC sucks! I could not get anyone who knew crap about this stuff to help me and when he did he just made stuff up when he did not know the answer...Anyway, thank you!
