QAM/ATSC Tuner Question

I'm looking for a tuner for the computer that supports both QAM and ATSC. The question is whether the tuners that feature both QAM and ATSC but have only a single coax input will support both at the same time, vs tuners that have dual tuners and two coax inputs? And for that matter do dual tuner cars support both formats simultaneously ie one on either tuner?

A PC tuner. It's main purpose (selling point to the GF) is digitizing VHS tapes.

I don't know of any that allow you to do QAM and ATSC simultaneously.
