programming for new urc (imbedded chip?)

I would like to find an experienced expert who has programmed (embedded) code for a chip for a urc that will be able to manage 3 devices. I have a specific flowchart spec as to how I would like the procedures to look like to SETUP and OPERATE DAY-TO-DAY.

Also, where do I find/license a DATABASE of TV, STB, PVR codes
